When i was told to buy 5-10-15-20 pound dumbells can i just buy 2 or 3 of them they cost all together $45 and i don't have a income source so i only have like $30  and I don't Know when i will have more, it could be 2 weeks or 2 months maybe longer.

Oh and can i sort of make a bench by adding padding to a regular bench or somthing?

My opinion might not be what you want to hear but at 13-14 I would rather play some sport outside or be more in my school thing than being in a gym lifting weight.

I don't want to be rude, but there is a time for everything, at your age, play some sports, be active outside and eat right. You'll save money and you will enjoy the summer !
Everyone is entitled to be stupid, but some abuse the privilege.

MMMMMM................Hey is there a workout schedule I might find.I can't go to the gym becase I'm only 12 right now but I want to start to get some muscle instead of fat.I'm pretty tall for my age though I look as tall as a 15 year old.(sort of)

You can weight lift at any age. What you do need to do is get instruction from an expert....not just some kid you know who seems strong. All you need right now is to do the basics. So here is a list and a link that will show you propper form, I will also list the order in which to do them.

Monday

squat 4x10-12 reps
SLDL 3x10-12 reps
standing calf raise 3x10-15 reps

Tue. Day off

Wednesday

Bench press 3x10
Incline press 3x10
military press 3x10
tricep extensions 3x10

Thurs. Day off

Friday

Dead lift 3x10 reps
Dumbell rows 3x10
Lat pull downs 3x10
curls 3x10

Sat and Sun Off

This is just a basic traing program idea.

If you can't go to a gym (because of your age), what kind of equipment would you be using for weightlifting?

Why???
If you can bench press more than you can squat you should be ashamed.

Why would you think weight lifting will hurt a person?

Untrue, it is healthy to lift at any age. The body is more prone to injury from running and jumping and little kids do that all the time.

If you want, but I see no reason for supplements in your teens.....except a good milti vitamin/mineral.
