Adding muscle might slow you down..But anyways both of you look into Starting Strength great routine for adding strength and mass. If you are a runner and I take it XC from the name? You would be better trying to add strength without adding muscle..

I dont think adding muscle will slow you down. I think it would make you faster. Have you seen those pro sprinters upper bodys they are HUGE

Everything you need to start is on this site, you need to see what food you should eat and how much so head over to diet section > see what routines you can do head over to training section > any questions on top of that im sure people will be happy to answer

There shoulders, but not so much the rest of there upper body..It depends on how you use it to. If you do Pylo's 2-3 times a week it will make your muscles more powerful and fast, but if you just lift you are going to be full of slow twitch fibers..

I would go for a clean bulk, up your calories and try either:

3 day a week full body.
4 day a week split routine (body part split, back/bi's & tri's/chest & shoulders/legs
3 day a week (push pull legs)

Important thing to remember is to stick to big compound movements such as deadlifts, squats, bench press etc, and eat!

Bulking up can make you faster actually. This however, I think, does not apply to those extreme cases.
