I want to implement the vortex machine, the system with 7-8 different pulleys from the ground up.   Anyway, im confused how each level could be used in terms of the chest flye.  Does a flye from the lowest pulley concentrate on the lower chest with the highest flye being the upper chest and so fourth?

Flys on a low setting concentrate a lot on shoulders. Well, all flys use a lot of shoulders. And the pec is just one muscle - well 2 - but you can't work "lower chest" "upper chest" by adjusting the fly setting. That will mostly affect your shoulders.
