Those are called corticosteroids (I believe).
The name steroid is only used to describe a chemical name for anything that has a structure of connected atoms. I've seen written that Vitamin D is a steroid and so is cholesterol (just not an
anabolic steroid).
Corticosteroids got it's name supposedly through cortisol, which is a hormone produced in the adrenal glands (this is also a
catabolic hormone, unlike the hormone anabolic steroids elevates "testosterone" which is anabolic). Corticosteroids are beneficial to the immune system by blocking things that influence allergic reactions. My cousin was on them for a while. I thought that cortisone is a corticosteroid and so is decadron. A side effect of corticosteroids are muscle weakness I believe, so it's not the same type of anabolic steroids. Big difference between the two really.
Anabolic steroids cut off natural supplies of testosterone and replace it with elevated synthetic testosterone. The PCT is necessary to get your natural testosterone levels back up and the test booster to assure it elevates to normal levels (or even above normal).
Basically one influences anabolic hormones and one influences catabolic hormones from my understanding.
Not much of a help but that's all I know about the comparison of the two.
