Not counting Sundays, that would mean the 10 days would be up on Monday, October 25th.  Although the President could sign the bill before that date, failure to sign the bill by the end of the 10 days would result in the automatic enactment of the legislation.  If we use October 25th as the end of the 10 day period, the 90 days would begin on October 26th and run until January 23rd.  As we understand it, the bill would take effect on January 23rd, 90 days from the date of enactment. However, this could change if the President signs the legislation before October 25th.
