They cant do it at once on max powder, thatll just burn the skin. Ones that are ACTUALLY intended for hair removal will most likely have to have skin contact.  (Some places try pass off lasers intended for tatoo removal as ones for hair removal. (Shera)</title><description>  Your best bet is either waxing or laser hair removal.  waxing enables for longer periods in between needing maintenace and keeps the follicles soft...so no rough stubble when it begins to grow back, plus leaves a nice smooth as a baby's bottom finish...wheras neat only goes to the surface not down to the root and you'd have to maintain alot more often...laser hair removal is permanent hair removal...very effective however very costly too.
