No deadlifts. But other than that it looks fine. TBH it just looks to complicated and time consuming in my mind, just get a simple program with all the big lifts in it and either eat like crazy if your bulking or eat a little below maintence if cutting.
Goals by end of 2009: Bench 205 Squat 255 ATG Squat Clean 185 "There is no elevator to success, you must take the stairs."

should i change up the rep scheme after a few weeks? like say alternating between 15-10-5 that sorta thing? what do you guys think

Change the reps as you plateau, if you can't increase the overload at 15 reps, bring it down to 10-12 reps, and continue to do so until you reach the lower reps, then move back up at 15 reps and your old plateau should be busted.
