Just builds up your tibialis anterior. The muscle that helps you lift up your toes and prevent shin splints. Also works when running backwards. Unless you are running a sprint backwards, I'm not sure how much that would help. Now walking on your toes I could see, as that builds your calves. That's what jump shoes are for. They keep your heels up with no support - force you to walk/run on your toes.
