Somewhere I have a specific reference on the observed effect of creatine supplementing on measures of levels of creatine in blood and muscle.  I believe they used a number of dosing methods over a few months and you could see the effects of cycling on and off.

The body maintains a certain creatine level (different for different people based on things such as activity level and lean mass), during supplementation it backs off on production and sets a new "level" of creatine.  When supplementation ceases, there is a period of reacclimation...I don't know how long that is, I recall that the creatine remains in the system for a bit and so there is actually little lag between available Cr from supplementation or endogenous production.

I will, however strive to find that particular reference for you!

Effects of repeated creatine supplementation on muscle, plasma, and urine creatine levels.

Rawson ES, Persky AM, Price TB, Clarkson PM.

Mentions again that the clearing of exogenous creatine and return to previous levels may take longer than 30 days.

What they have not resolved to my knowledge is the effect of long-term creatine supplementation on long-term endogenous production.
