increase in shoulder width (not asking how, asking when)

Hello everybody, I usually hang around different sections of DBB but since im still 18 I can still post here eheh. I wasn't sure where to post this but it seemed like the right place since this is a question many people around our ages might ask. I'm pretty light, around 140lb at 5'8 and 7-8% BF, and my shoulders measure about 18 inches from delt to delt (measured by following guidelines from this t-nation article) , or when measured around, 44 inches, which isnt a lot. My question is when do shoulders usually start to broaden up. I've read its usually around 17-20 but im not exactly sure. Thank you for the help.
