ORIGINAL: Cawz wowzrz LoLLLL!!1!!11eleven1!1 Oh, the irony! In answer to the question, obviously the largest muscles; glutes, quads and hamstrings have the potential to grow at a faster rate compared to smaller muscles such as biceps, if worked correctly. Remember than your body will grow in proportion, so this isn't to say that you can grow a pair of "tree trunk" legs in no time at all. There's lots of different factors involved so there's no concrete answer to give.

Yeah, like he said, All muscles grow at the same rate, except some are small so you wont see them growing as much as bigger ones.

The way I judge this is: how long after changing a routine for a certain muscle do I see a physical change? Abs seem to respond quicker than most muscles to changes, this is probably because Abs recover faster. Forearms and calves recover relatively fast too.
