im doing cardio exercise every day to lose fat ( actually chest fat), will i gain it back? if not when and why do people gain back the fat after they lose it?

You will gain it back if you don't maintain a caloric balance.

At the most basic level, people gain weight when they take in more calories than they use up (there's a lot of small mitigating factors, but that's the scoop at the 10,000 foot view). This tends to happen after people "finish" a diet, because they think that diets are something you can finish. And so they reach their goals (or near them) and then start playing loose with the rules (because after a long cut, something like a pice of key lime pie becomes almost sinfully delicious), either thinking they can just take it off again, or that they've somehow magically gained the ability to metabolize that gallon of ice cream with no ill effects now that they're at their target weight.

Bottom line, once the fat comes off, you're going to have to work to keep it off.
