first of all, are u doing squats and deadlifts? and how much are u eating? if i want sumthing to grow, i superset it with squats. It seems to help for me. i dont know if this is actually a fact that it helps, or if just the adreneline of doing squats motivates me to go heavier on the other exercise. cud sum1 give me any facts on that?? lol
After a few months: Weight: 177lbs 6 reps Deadlift: 300lbs Squat: 240lbs Bench: on hold. Rotator cuff injury

Like every other part, you are going to need to hit them hard and heavy. Don't just make them an afterthought. Use weights in the 6-8 rep range, and hit them with a lot of volume. You walk around on your calves all day, they need a lot of stimulation to grow. You could try doing calves the Doggcrapp way - do about 10-12 reps with a 5 second (not just 5 count, 5 second) negative and a 15-second pause at the bottom. This is probably about the most painful thing you can do in the weight room, it literally rivals 20-rep squats for the "OMG I want to f**king stop right now" factor. Increase strength that way, and your calves will grow.

Heavy heavy 10 second negatives, paused at the bottom and then fast in the positives. Then high rep with light weight. Then stretch them as hard as possible. Do this 3 times a week. I did it and put about 1" on my calves. They were lagging bad.

Try learning how to flex your calves correctly for starters. Flex your calf and feel it. Normally people have a hard time keeping the inner portion of the calf hard. You may have to feel your calf while you flex it to find the sweetspot, and when you find that spot, do calf raises to that spot.

when I was in high school I used to do a plyometric workout to increase strength and explosiveness on the calves for being a sprinter in track. take two 15lb dumbbells, one in each hand. Use a mat, then jumping vertically up as high as you can and when your feet hits the mat on the ground you immediately jump repeat the process and jump right back up for say 10 times per set.
