recently i have noticed that my bicep development is longer on the inside of my arm tying in to my forearms than on the outside. how can i fix this and create equal length and development?

It's according to your genetics, you can't shape a muscle that you have naturally, otherwise just keep working hard and your bi's should develop equally.

alright youngun, this is what you do:
-grab one db, low wt to start, b/c you will be specifically working the extensor carpi radialis longus.  (one of the larger outer forearm muscles)
-sit down with the db in hand, elbow on your knee, forearm straight ahead, with the db in your hand vertically. 
-flex the db upwards using your wrist only, hold for a second, then back down.
-try not to rotate your hand
