i'm about 5'7'' or 5'8'' and 180lbs. i want to burn fat quick on my butt area and thies area. especially the butt area because i have a developped upper body, but it looks bad because of my big butt and thies. most men don't have this problem but my fat is distributed evenly in my body, instead of just my belly.

i go to the gym 5-6 times a week. i do 20minutes of cardio (going to upgrade to 30 soon) every time i go to the gym. i use the elliptical machine (aka cross trainer) MOUNTAIN program.

i don't have a problem with my legs except for my butt/thies area. my quad are fine, i have strong quads and i leg press about 250lbs with one leg (i do each seperately).

for  hamstrings i do leg curls.

only problem is my butt. i need to find the best way to burn all the fat there. what's the best method? is it just cardio? are there any specific exercices with weights that i can do to burn fat there?

Assessing your workouts, you should be in very good shape. Maybe you are doing it the wrong way or not enough reps, or not hard enough. It would help if you posted the weights you are currently training with too.

more cardio, there is no such thing as spot reduction (aka working a certain area to remove fat in that area) so regardless of your strength you just have excess fat, so get your diet in line and remove ~300-400 calories below maintenance from your diet.

How long have you been on this program and what is your diet like.  sounds like you want to be harder, hypertrophy work would do you good, try the hst program and also for diet, you need to eat sufficient protein, good fats and moderate yet specific carbs to get this look you want.
Squats are a hug mainstay to build a rock hard butt, then deadlifts too.
