Just a quick question, when is the best time to workout during the day? I'm talking about bodybuilding, not cardio but what is the best time to do cardio during the day too?

Your at your strongest early in the morning since you haven't had a day full of use of your muscles.  I know that when i put off lifting till the evening, i cant be nearly as intense, nor can i lift as much weight.  I'd recommend early afternoon cardio, but not too much or you'll just be tearing down the muscle that your building up.

It is relative to you, your needs and preferences but morning for both seems ideal to most.

yeah, everyone is different.  I find it difficult to get as intense a workout early in the morning, i prefer later in the day, after a day of work or whatever.  The key is to find out when you're at your best, and go from there.
