My guess is that in a jerk, you're not exactly pushing the bar up, but more moving your body under the bar. In a push press, you are using primarily your shoulders/ tris to get the weight up. Discuss.

theres a lot of momentum involved in a jerk, whereas a press is much more pure, its just you laid or sat down against the bar

In a jerk, you drop under the bar with your arms extended overhead.  A push press is pushing the bar overhead from the clean (racked at the shoulders) position.  You may or may not use leg drive to press the weight up.  For either movement you clean the bar up to your shoulders then proceed from there, either jerk or press up.

jerk you use leg drive to get the weight up an then dip under the bar to catch it - push press you use leg drive to get the weight up but dont dip under, so it involves a lot of triceps at the end

if you dont use any leg drive it is a strict press, which is mainly shoulders obviously
