used to sweeten foods. Is it good to use if one wishes to use a sweetner?  I read that it does not raise blood sugar levels. Does this mean you can sweeten foods (like make ice sweet tea) and not affect blood sugar and thus not have an insulin spike?

For tea, I prefer lemon!  I don't add sweetener to anything! 

About stevia, it is true, no insulin spike.   
However, the taste is not agreeable for everyone.  Get a sample before you buy.  Powders are different from liquids in taste.  Whole stevia is different than the extract. 

It is a member of the  Aster family has a long history of native use in Paraguay as a sweetener for teas and foods. It contains a substance known as stevioside that is 100 to 300 times sweeter than sugar, but provides no calories

Something to note, when taken in very high doses it may reduce blood pressure.  The mechanism behind this is not yet clear, and if stevia can reduce blood pressure, that means that it is, in some way, acting on the cardiovascular system or related pathways.
