I've read here and there that an important thing when it comes to development is to set up goals for what you want to have achieved by a certain date. My question is: How can one possibly do that? I don't know what's reasonable. All I know is that it'd be crazy to set up a goal to look like Arnold by the end of the year, but apart from that I have no idea what would be a reasonable goal. My biceps are 11in; would it be reasonable to set up a goal that they should be 15in by new year? I seriously don't know!

Well you can set a goal and be reasonable.  to lose fat, or to gain mass, you do not have to put a number on it.
Safe loss is 2lb per week but muscle gains can change that.  You may be able to do 20 dips and set a goal to double that in a month.
Even if you do not attain the exact goal cuz you may have chose an unreasonable one, the attempt will still work your body, give you health benefits and other gains you may not see.
Why not try for 2 inches by Jan 1st and train them babies!!  If you only get an inche so what, if you do not get an inch at all and maybe lose a bit but look leaner then great.........just try.

4 inch on bicep is a BIG goal for 2.5 months... do what linda said, aim for 2, be happy if you you get one... I think 2 a year is pretty good gains on arms
