So should you drink a PWO shake after a strictly Cardio Workout? Note this is done on an off weightlifiting day...

YES. If your goal is to gain muscle and burn fat then you want to spare muscle.
This means getting Branched Chain Amino Acids Before and After cardio.
Use either 5g BCAA immediatly pre
and
post or
if you use
whey
then 30 minutes before and right after you cool down.
.1 grams per pound of bodyweight of EAAs pre
and
post is also acceptable for the task
