Here try this http://www.ast-ss.com/max-ot/max-ot_intro.asp !

This program is for strength and it when you read through the first week it gives you lots of information, I suggest you give it a try, you will train differently and gain muscle.
Its not what you know, its what you can do that counts!

23% BF is bad-regardless of height.

your BF% should be between 14-20% average, and 8-10% if you wanna have a ripped look from your muscle.

It would be best to tell us how much you weigh, and whether you have gained weight, a good weightgain is 2lbs a week, thats 104lbs a year, which would even make skinny runts look big by the end of the year.

It takes time, now if you havent seen any gains what so ever since training, then you got your self a problem.

It does take time, and a ton of it.  You have to enjoy lifting, cuz you can't get better at stuff you don't like.  What actual exercises were/are you doing?  Maybe that's it.  How much of a break between sets?  How many sets?

Tell us what your previous training was like.

It's hard to say from your post but if I had to guess, most of your training has been for the typical popular muscle groups like abs, biceps, and chest... and you've been neglecting your back, legs, etc.

I was doing HIGH INTENSITY full body workouts 3 times a week MONDAY WEDNESDAY AND FRIDAYS. training every muscle group in each day i think thats where my problem lies that the muscle dont get enough time to recover?? I love working out and im going to keep going at it because bodybuilding has been in my family for over 40 years and wana keep it in the family for the years to come but because of my age my family members dont know if i should start programs like them or not yet so can anyone give me some info on a gud 3-4 day program ?

Overtraining is your problem.  Pretty much everyone on here believes in training each bodypart once a week, that's it.  That'll get the job done.  It takes 5-7 days for each muscle to fully recover, and you were only giving yours 2!  You would see a lot better results if you switched to once a week per bodypart.  Take a look at the Max-OT workout online.  It's free, and I've heard a lot of good things bout it from ppl on here.
