Lower Chest Fat & Extra Skin; Help?

Ok, so for starters:

135#
7.8% BF
5'10

Now im looking to get to about 150-160, i work out 4 times a week.
I have been working out for about a month now, and i've seen some weight lift increase but not DRAMATIC.
Strength wise, i'm a bit stronger then most kids my weight; seeing as how i can bench 170 at my weight but, it doesn't really show.

Now i've read a bunch of topics around on loosing fat, building muscle, etc...
Building muscle says eat more, loosing fat say eat less fat do more cardio.

Well i have this problem....i have some chest fat on the lower chest area that no matter what i do, it won't decrease. I was hoping someone could give me some tips on that :)

Also, i was once pretty fat. So i have some extra skin...its kind of gross and it makes my body look akward.
I was wondering if there is a way i can fix that, perhaps tighten it because nothing i do helps that and its really starting to piss me off and make me just wanna forget working out, but im not one to give up so easily so if anyone has an idea on how i can fix either of these i'd really appreciate the advice.

On a quicker note, i'm begginning to think im starting to plateu. I do generally do the same workouts because i can do every machine in there 10 times over (i have a lot of stamina lol) so...any one got some vigorous workouts that would tire me out or a work out plan?

I would imagine you are experiencing the curse a few of us have called pubertal gynecomastia.

Long story short, during the first few years of puberty you developed some breast tissue, and it won't go away.

Some say it will go away in later years of your life, some guys try strong prescription aromatase inhibitors like Letrozole, and some have surgery. Either way, it won't burn off.

I have it. I hate it. If it doesn't go away later, I will have it surgically removed.

As far as extra skin goes, that's another surgical removal type there. Skin doesn't just go away. I would use cocoa butter until you save up the money to have it removed, or just don't worry about it.

If you are only 135 lbs I wouldn't worry about loose skin at this point, you might even be exagerating your condition, post some pics.  Secondly if you gain up to 150 lbs, or continue over the years up to something like 175 lbs and still have loose skin you can worry about it, but for now get some more time under your belt, 1 month is nothing, keep it going.

Listen, I have loose skin, I am old and I used to be really fat...

I promise you as you work on building mass, and then leaning out it is going to go away. While mine is still a problem, IT GETS BETTER EVERY YEAR. I am near the impossible dream for me of wearing a bikini... this is something I never ever thought I could pull off because of the skin... It will take time, but you can work it away, and you'll have to get really lean, as well. I am sure that there is significant fat still clinging to your skin... It may not be a lot, but I am sure it's there. I understand that you body fat % is at a level that you would look great if everything is in the right place and since it is not it looks weird. But it's not, so it is going to take more effort... such is life.

You should bulk up anyway, this is going to fill it out again to some degree, as you have increased muscle mass, and then diet down to get lean, it will go away and away and away. It just will take some time.

Don't get discouraged, and don't give the plastic surgery industry any money... They want you to think that is the only solution, but you have the control as long as you have patience.

when i first started lifting i was a chunky 148 lb 14 year old with a saggy chest and and stomach that made me look pregnant.  After lifting a few months i dropped down to 131 and then at the year mark  got cut up at around 150.   It sometimes takes a while for loose skin to retract.  Gain some muscle before you start worrying about if you have gyno.  It just might be fat and loose skin.   put some muscle on your frame,   130 is really light for 5'10.

Well thanks for replying, but i must be honest i looked up gynecomastia and what it looks like....if i have it, i have a VERY MILD case of it lol. I also read that it may just increase very quickly but i've had the same amount for 2-3 years so i'm not to worried and i may not even have it i can't fully determine that myself so i think ill bring it up in my next physical at the doctors.

Everyone else thanks for your replies, you've pretty much gave me support on what i thought was going to happen but i just wanted the advice of some other people who have been working out longer than me.
