What does your leg workout look like? Make sure ur program consists of mainly running and not too much of the weight room. Squats and powercleans will help, but too much will make you slower. Lots of plyometrics, hill sprints and 40-100 meter sprints. I was actually trying for the same thing about a year ago and most of what I found basically said something like this: www.stockportlacrosse.co.uk/website/training/sprint_speed_training.html

Squat and power clean heavy with low reps.

I must respectfully disagree with most of you. Sport specific training is the best way to approach something like this. I think squats and other power exercises will help to an extent, however, the best way to increase your speed is to add resistance (make it more difficult) to the exact movement you are trying to carry out. To increase speed you want to add resistance to your practiced sprints ie: using a parachute etc. Another factor that plays a very large part in speed is flexibilty. Think about it like this: The more flexible your legs and other surrounding muscles (illiopsoas etc) are the larger range of motion you will be able to obtain with each stride. So stretch a lot and increase your flexibilty. Increasing your movement specific power (running with a parachute) and increasing the amount of ground you can cover with each stride is the formula for increasing your speed.

Correct, though running with a parachute can be detrimental to the neck if done wrong. I would suggest getting two concrete bags, duct taping them, and attaching a 10 foot rope to each one, then run and drag the bags behind you.
