You can't say either one is better.
 
Variation is the key. Most likely, people would like to go heavy. But, every other time, you could actually manipulate it a little bit by employing moderate weight-higher reps scheme.

lol. it also depends on what your goals are. if your already quite big, and are loosing weight, then high reps and medium weights (dont do low) aid toning.
 
if your wanting to bulk and put on a lot of muscle then you will be doing "lower" reps and higher weights. altho this doesnt mean you lift something once and youll get bigger.
 
the best way to get  a bigger chest is to get bigger everywere else as well, including legs.
 
and if you are bulking, ull need a training programme and a new diet.

a muscle is made up of 2 different muscle fibers.   slow twitch, and fast twitch.

These can be worked more-so than the other by focusing on the rep ranges.   you are essentially training your cns system and certain fibers more than the other.

low reps are aimed towards training fast twich fibers while doing high reps will benefit the slow-twitch fibers more.

sorry for the vague answer, but your question was rather vague to begin with.  Find out what your goals are first, and this will help determine how you need to train.

I just wanted to post something quick. My problem is alwayz my chest. My arms, legs, back and gettting pretty big except my chest.

On chest day I usually do like 3-5 sets benchpress of 135 then just go up little. 1st set: 8 reps
        2nd set: 5 reps
increase 2.5 lbs
        3rd set: 3 reps
        4th set: 2/3 reps

Then incline dumbbell: 4 sets
1st set: 45lbs-8 reps
2nd set: 55lbs-6 reps
3rd set: 55lbs- 6 reps

Then cables: 4 sets of 20lbs

I also do triceps on my chest day.
My chest barely getting any stronger ever since I started working out again in the last 6 months. I'm thinking my problem is I need to go lighter and be able to do a least 8 each set for each benchpress.
What you guys think?

so you've been lifting for 6 months and haven't made any gains?

sounds like there's 2 problems.  
1.) you may have plateaued,  need to change up your routine once in a while.
2.) your diet sounds like it needs to be worked on.   are you getting enough nutrients to stimulate growth?

I do take protein shake from GNC everyday and that's it. What else should i do cuz my chest is not going anywhere!!!

I see lots of you guys taking fish oil. I noe that it is good 4 you but what does it do to yo body when u working out?
Also is there any fish oil that is smelless. I bought a bottle once but it stinks so bad.
Is the GNC one any better?

um... fish oil contains the "good" fats that are needed in your diet.  it will just make you  more healthy all around and increase the chances of you making the gains you want.

as far as smell goes..    get FISH OIL CAPSULES.   they don't have any smell that i know of, and no taste either.  you just swallow them, and keep on eating.
