I am currently in charge of a small local gym in NYC. 

I was wondering from a legal standpoint if anyone knew if mantaining a certain temperature in the gym was required and if fans are required.

Ive been getting alot of complaints that its too hot and the air doesnt circulate but my boss doesnt want to change anything.

Thanks for your help and/or suggestions.

I should know this really, as I work with refrigeration- To the best of my knowledge, there's no law like that, but I will check on it for you. I will tell you the obvious though- If the customers aren't happy, they're going to leave, period. Doesn't matter what the reason is.
Personally, if I was paying for a gym membership in any way, and I knew during the summer I was going to hate going there because of the conditions- No way would I want to work out in a hot, sweaty ass room.

Thanks for the super fast response.

I wouldnt either. 
However, this gym is located inside a building complex and is therefore free.  Since it is therefore free management wants to spend as little as possible.

Therefore the minimum temperature and no fans unless required.
The temperature isnt that bad really, but the lack of circulation does get noticable at times.
