Is this a good workout for full body 3x per week:
Triceps -seated triceps press 3x10
biceps-   biceps curl 3x10
forearms- reverse curls 3x10
shoulders -lateral raises 3x10
back-bent over row 3x10
legs-squats 3x10
chest-pushups 3x10(no bench)
shoulders-seated shoulder press 3x10

Do I need 2 shoulder exercises?

thats gunna be overtraining, train specific muscle groups once per week, i wouldnt do full body workouts 3 times p week...maybe split chest, back, legs, shoulders...or chest, back, legs, arms...if you want 3 times, try chest, back, legs and hit arms and shoulders with the fitting days...biceps w/back tris w chest, shoulders splt front (chest), rear (back).

if you wanna get serious, you'll need to bench, use lots of fre weights opposed to machines, military press over shoulder press, compound exercises (bench, squats, deadlifts, rows, etc.) over simple (bicep curls, tris, flyes, etc....altho they can be good too, just not to have a workout built around).

i remember i used to train like that, but that was a couple of years ago when i did not know anything about training or dieting. you should split up your training into muscle groups so each muscle group gets worked out only once a week or you could go for a push/pull/leg routine

Depends on your goal and prefs. but I like back/bis/obl, ches/tris/abs, legs/shoulders/glutes.  Sometimes I switch the ab or glute works to other day and on occasion I go back tri, chest bi........but mainly the above seems to work really well for me.

I've been doing something similar to what Italianangel said for the last 3-4 weeks, and it seems to be going pretty good so far... I recommend you start something similar to this routine..
