I'm new at working out and would like to aske a few questions???
I love cardio but also want to tone and maintain my body.
My weak areas are my abs and lower body,  How often should I be working out and how do I know what a good balance between weights, cardio and stretching is

If your goal is just to be toned..then you can do pretty much whatever you want!
Cardio 3x a week at least 20 minutes
Resistance training 3-4x a week up to 45 minutes each
Hit each bodypart 1-2 times a week with at least 48 hours between workouts.

Good balanced meals with a Protein, a starch and a fibrous carb..with good fats

Stretching after you train...

If your abs are you weak point made sure you hit them before or after each workout with some good ab exercises like decline crunches or hanging knee raises. Up to 20 reps/3 sets. Also, it you are just looking for a toned body you can stick to big movements like benching, squats, rows etc and keep the reps high(ish)..around the 12-15 mark.
