depends on your goals...if you are looking to put on some muscle you are going to have to take it more then just once a day...pre and post etc... but post workout is best if you are just planning on taking it once daily

im taking GNC Whey Iso Burst right now, is this stuff better? I heard you absorb more protein with this stuff.

the on 100% has the hydrolized version of your whey protein isolate, it is the perferred in this and almost all situations

to put on muscle you dont have to take it twice a day(pre and post).  just take it post and youll see the same gains and itll last you longer.
