it is an exponential decay in that it drops off more and more as you get older. the best times are 16-25. atleast thats what ive always been told.

I think your numbers may be a little broad. The pituitary gland shrinks to about 1/3 its size when you've completed the first few stages of puberty. This includes getting hair on your legs, getting hair...elsewhere, and vocal changes(think voice cracking). After that, your monocquial system(i may have the name wrong) begins producing a hormone called growth hormone, which is synthetically repoduced as HGH. This hormone will allow you to tear yourself down and recover overnight. If you're not shaving everyday, you're swimming in growth hormone. This stops somewhere around 19-20 for most people, i believe, but for some people continues on into their mid 20's! If you're at the GH(growth hormone) age, you should be doing full body blitz workouts, no muscle separation, just a fullbody lift everytime you hit the gym. The reason for this is because you can repair your torn muscle fiber(the definition of strength and size) faster than i can say poopity pewpity pants.
This is also the time to ensure the growth of one other factor of your life....Google search for jelqing or jelq, you won't regret it.
