You want to bulking first. Build as much "lean" muscle mass as possible, then start cutting the excess fat.

Bulk First. Hit the weights hard. Deadlift, Squats, Cleans, Bench, Pullups
Sometimes you just gotta go out there and get it done, You know.. Give Er

If you do it rigt you can gain muscles and loose fat at the same time. Read older posts, plenty of good info.
Good Luck

Yea I was able to get stronger while getting rid of the fat. I was at the gym everyday. Should take rest days though but the point being its all about dedication. If you want it bad enough youll get exactly what you want.

When you bulk up, you gotta watch what you eat as well. What you wanna bulk up is your muscle, not body fat. Bodyfat should generally go up at a very minimum as you're bulking. I'd generally recommend cutting first, then eating more of the right foods as you go along. Cut off the saturated fats and sweetened drinks. Carbs you dont really need and add in a lot of cardio as well.

Weight train with lower reps (around 8) with longer rest periods in between. Finish up your workouts with cardio. Sprints do the job well without touching the muscle mass...
It's times like these, you learn to live again...
