looks like cutting should be the least of your worries. you are skinny. do a long term bulk. I can't really do any preaching without knowing your background and stats (what weight you started at and where you are now) but... it took me a while to realize but if you don't go on a long term bulk and accept fat gain, you are going to be taking a step forward and a step backward for a long time.

MY ONLY ADVICE IS DO ALL THE POWER MOVEMENT EXCERCISES... SQUATS DEAD LIFTS BENCH PRESS B.O. ROWS PRESSES THESE WILL BUILD UP THE THICKNESS YOU NEED.

do a longer bulk. You didn't go long enough. Try 6-8 months.

deads should be all you need for traps but other good exercises for traps are power cleans and shrugs (barbell or dumbell). good luck with the bulk

deadlifts and cleans, dont even bother with shrugs where your at right now. You need to focus on Squats Deadlifts cleans rows bench Over head press Pull ups dips basically all compound movements, stay away from the isolations!
6'3" @213 Squat 1x20x275 press:200, Deadlift:475, Bench:300, P.clean:235, Squat:385 "The only failure that is final is to stop trying to improve"

NO Explode will not work for you. You have to take it on an empty stom ach, several times a day yes? During a clean bulk, you should NEVER have an empty stomach. And I suggest you get a good weight gainer.

dont waste your money on any NO supp, try and get the majority of your protein from whole foods, but my prefered choice of protein would be Nutri sport 90+ or phd pharma whey they both taste good and arent ridiculously overpriced.

I'd just echo what everybody else has said. I was thinking instead of a protein supplement why dont you just eat protein rich foods? Anywayz you have a good starting point and should look good after a bulk. Offtopic but how did you manage to hide the date you joined below your avatar?
Just starting out but watch this space!

single arm rows, bent over bar bell row, lat pull down machine, assisted pull up (if you have access to one), dumbell pullovers.

Wow.. You don't have the best starting frame.. I mean you have a small frame and your BF% is High. There is a very minimal amount of muscle on your body to start with. If you bulk do not dirty bulk though. Keep the diet fairly clean, don't get stupid with it or your just going to waste your time. Anyway it's going to take you years to get up to par with some of the people that you see on this forum. Just tweak your diet and your training over time and take a comparison picture in another 6 - 8 months. Good Luck.
