hello first of all, let me say hello.
 
im 18 years old, im 6,3 and i weigh 196lbs.
im not like fat but i do have a bit of a belly and i want to lose it. i dont want to do intense bodybuilding, i dont get time to go to a gym so i bought a few weights for home use, just wondering how i could lose this fat around my belly and lower back area, also i drink alot of water and ive got a good diet,
 
and whats the best way to build and bulk up the pecks? i dont have a flat chest and not men boobs, just a bit stickin out, how could i turn these into nice pecks?

What you want is to train the whole body to stimulate fat losses.  Do reps in the 15-25 range for most bodyparts.  For chest work in the 9-12 range.  That is specific to building some muscle.
 
You can add cardio after you lift or do 45 minutes at another time 3x a week.
 
Train either whole body M - W - F or some split that gives you 48 hours between repeat...or split the body and train M-T..TH-F doing half the body day 1 and the other half day 2.  If you want you can do a 3 day split instead of two...for a shorter lifting sessio of to focus more on various muscles.
 
Ideally keep the lifting time in the 45 minute range.
