I am 16 years old. I believe I am around the 5'9 range. I have considerable muscle mass already, but of course I'd like to increase it. I weigh 200 pounds

My main issue is fat. I do not have an immense ammount, I cannot tell exactly how much fat I have. If I would guess, I would say around 15 pounds of excess fat. I would like to know how much to work out aerobically that is. My main way to work out is bike riding. I would like to lose as much weight as possible with a 3-2 meal a day diet (this is due to once again, finance limits). How long should I bike per day, and how many times per week?

You're asking for a miracle.  You need to eat atleast 5 meals a day.  So what you're going to have to do is eat small amounts of food at each of those 5 sittings so you don't go over your food budget.

Here are some cheap suggestions:

oats
egg whites
milk
brown rice
protein powder
natural peanut butter

He's right, it would take a miracle.  I eat six meals a day, very small, but packed with protein.  Also costco has an excellent deal on 6 lb protein powder for $19.99.  I use that for 2 of my meals.  also, eat lots of raw veggies, thaey contain alot of water to fill u up, and not very expensive.  Good Luck.
