 Chains?

I' ve heard many people refer to training with chains, but I' m not sure what they mean. Could someone please clerify what is meant by that?

They wrap them around the ends of the bars, when doing bench press or squats, it is more or less used for acceleration. It takes the weight off at the bottom, when u come to the top it gets heavier.

It would decrease the load as you bring the bar down, and increase the load as you go up, by increasing the load as you go up you keep your body working close to it' s max all the time.

Yes I agree.  Chains can help you get through a plateau.  Micro plates could also work.

it helps you do the reps faster it will also help you have a higher vertical rather than if you lifted the bar up slowly with plates on there..
Football season so won't be on here as much.

I guess because it allows you to add weight in smaller increments then the standard 2.5 lb. plates (which is actually a total of 5 lbs. after putting one on each side). 
 
You slowly add these small amounts of weight at a time, and your body keeps adapting, and before you know it all the small amounts added up to a respectable increase in weight, whereas if you would have just went ahead and tried to add the 5 lbs. in the first place you may not have been able to complete all the reps that you were aiming for.
 
But of course, microloading and chains can only take you so much further in your linear progression.  After a while you WILL hit a point where you can't even increase the lift by 1/2 lb. for the designated rep range.  That would be the point where you would consider adding assistance exercises to strengthen the individual muscles involved in the lift.
