Okay , if i understand it right , than - bulking up means gaining MASS , and cutting means turning that mass in to Muscles ? Right ?

Bulking - means one is attempting to gain lean mass (i,e muscle). along with this usually fat gain occurs due to being hypercaloric (beyond maintenance calories). Cutting- is simply lowering bodyfat, going hypocaloric (below maintenance). When done right, you preserve muscle, the muscle is already built. cutting is just loosing fat.

it is individuel. when you feel perhaps your bodyfat is starting to get to a high point, then start cutting. or you could bulk for say 12 weeks, then slowly cut. bulking too long and gaining too much fat (just for the purpose to gain muscle) is not healthy either. loosing the fat will be harder, longer and risk for loosing more muscle with prolonged dieting. I prefer to have a set period of gaining lean mass, and then cutting.
