Laterals and Deltoids are what's lagging. Delts look smallishly out of proportion to the rest of your arm.

I'd have to say the same... and your chest as well needs work. How much do u weigh and how tall are you?

But I gotta ask... what's up with your shoulders?

well when i was a child (1 year old) a sauce pan with boiled water got spoiled on my shoulders. My skin melted down and all the tissues in my shoulders got loose. So I joined the gym to workout my body. I am only 154 LBS but I dont know how tall I am
