Hi. I am 18 years old, I am 5"5 and weigh about 120 pounds. Problem is mostly I have no upper body, you can see my ribs and I have virtually no visible muscle in my arm's. As silly as it may sound to you, I am about to start training to be a police officer. 
Before I start the academy, I want to get in shape and build some abs, pecks, and put muscle on my arm's.  I really don't work out, but I do want to start, I am going to quit with the Whataburger and Chic-Fil-A first off. But what are some easier exercises I can do that will do that for me? And do products like Ab lounge and "Iron Gym" really work or is it all BS?

First off, welcome to DBB.

Second, good luck in becoming a police officer.

Third, I'm here to help!

I know how you feel.  I was 5'8" 130lbs when I started training, and it sucks.

What you first need to do is bulk, bulking is simply adding muscle mass through a calorie surplus diet.  It's the most important thing.  Adding muscle mass, from your stat's and description is what you need to do.  So I'll help with that...

List a diet plan that you feel can suit your needs, what foods you can have daily access to and how often exactly you can eat.  Gaining hypertrophy (which is muscular size) is done completely by a mass building diet...

After you do this, I'll help you get situated with a good routine to help you achieve muscle mass.
 
Some facts
1) Muscle doesn't grow in the gym
2) Protein repairs muscle tissue
3) Your body is 75% water
4) Your muscles are 70% water
5) This means water is important
6) Muscle only grows when it rests
7) You need calories to grow
 
Your routine will need...
1) A horizonal push = Bench Press
2) A horizonal pull = Barbell Row
 
3) A vertical push = standing overhead press
4) A vertical pull = pullup
 
5) A quad dominant exercise = Squat
6) A hamstring / prosterior chain dominant exercise = Deadlift

First as far as the ab loung and iron gym, I'm sure that going from not training to training with those you would see results. But if you compare those to the results you could gain from having a gym membership and 3-5 hours a week of free time and those results would look oh so small.  
 
it sounds like your biggest obstacle is going to be getting in the gym.
 
And eating those things may not be that bad. I come from the other end of the spectrum as far as body types go but the more you eat the better. Muscle needs protien and carbs to grow, make sure you give them both.
 
Its important to train your legs as well. There are a million reasons to do so, if you'd like I can go into more detail or you could just trust me.
 
Read this, learn this, know this.
 
Thats really all I've got. If you aren't gaining weight you aren't eating enough. Dont neglect your lower body, get in the gym.
