Bicep pain and inablility to fully extend arms during bench press

I have lifted weights for most of my life, but the past few years, lifting has been much less due to work. I started lifting more again, but when doing pullups or hanging on the bar with my arms extended, I have great pain where the bicep attaches at the elbow. It feels as if they are being stretched and could pull loose. Also, when I do bench press or other tricep excercises which require me to extend my arms, I cannot make the full extension since again I have pain in the bicep area. I can get the same pain feeling just by full extending my arm without it even being stressed by weight. It does not go away, I have been experiencing this for almost a year. Does anyone have any idea what I might be experiencing, and what I can do to cure the problem. Thank You.

Have you seen a doctor? If not, then you probably should.

First go to the doc. It could be a tear in your tendon if that is the case you need to stop what you are doing now.
