First stop stressing.
 
1) diet..lets see it
 
2) training...start supersetting to get the time down...are you doing cardio?
 
How do the cloths feel?  Arms, Legs, chest?
What supplements are you taking?
 
Next..gains come steady and slow.
What you need to do is do your 30-40 minutes in the gym, eat your food and go live your life.
 
Take the measurements weekly, write em down and look at the trend...then forget about em and go live.
 
In a month or 3 weeks...look over what you have.
Are you taking body composition yet?
 
Are you gaining weight, staying the same ..or losing?
 

What do you mean fix my training?..

1) shorter,
2) vary the training focus and intensity so that your body has to respond...what week are you on in that program?
3) Are you varying the exercises?
 
Are you always working to momentary muscle failure, are you getting stronger (using heavier weights)...these are some of the questions you can to ask yourself.
 
Bottom line..if you are not gaining 1/2 to 2 pounds a week ..you are at maintenance and you will get fat.  Your body will burn muscle and put on fat...you will stay the same weight.  Maybe you need to tweak the diet...I'd have to see what you eat now.  And maybe you need to tweak the training as I mentioned to get done sooner.
 
Last...If you want mass..you gain mass!  When you want to be cut, you get cut.  If you want to gain mass slowly..then you can gain 1/3 to 1/2 pound a week and keep lean doing it.
 
Pick you route and bare with it.

How often should I take body measurments.  Also should I do it in inches or centimeters?  Also when should I start cutting weight?  Can I cut weight and gain muscle at the same time or no?  If I cut at around 220 pounds how much would I weigh after cutting down?

How often should I take body measurments.

Every 3 weeks is really a good interval
BF you can check weekly to be sure you are not at a plateau and need to increase food intake or change the training.


Also should I do it in inches or centimeters? 

Whichever you are more comfortable thinking in.

What is your goal and where are you now?

While gaining muscle you can gain .5 - 2 pounds a week depending on diet, training, and lifestyle and at the same time..if everything is optimal you could lose .3 pounds a week of fat.

While Losing fat you can lose .5 - 2 pounds fat a week depending on diet, training, and lifestyle and at the same time..if everything is optimal you could gain .3 pounds of muscle a week.
 
Otherwise, if you don't really know what you are doing..you experiment and consider the two mutually exclusive!

That depends on your starting body composition and how low in Body fat you get.

Im not really sure what my goal is, my last one was 170 that I made last summer.  Im far past that, and I dont know what a good goal would be.

Well, thats like getting in the car and taking off on a trip without having a destination.
 
You are more likely to end up where you want to be if you decide where that is!
 
Its not enough to say..I want to be huge!  or I want to be as big as possible.
 
You really need to set a manageable goal.  Goals are like everything else in life..so flexibility is important.
 
I wanted to get to around 220 pounds at ~10% BF. 
I set my first goal at 180 then 190.
190 was a stretch from the weight I started at.
Since 2 pounds of muscle a week is the optimal jump..and I wanted to lose fat along the way...I had to just do my best.
 
Today, I am 190..but for the next month I need to lean up for an appearance.
Sooo..Maybe I will be 177 in a month...then when I return..I will shoot for 195.
 
From there I will shoot for 205 and 215 then 225.
 
Now..if I am usually around 15% BF when gaining and my end goal is 220 at 10% (198 pounds of lean mass)..that would mean 232 at 15% (also 198 pounds lean mass).  Starting from 232-235 I would cut down to that 220 at 10% or ..maybe even tighter at 8%.
 
I don't think my body wont hold that 8% for too long..it will want to get back to 15% again..but we will see.
 
I may compete in a drug tested, natural event...which would mean choosing a weigh class and dropping the water and more at to come in at the top of my class...
 
Also 220 pounds at 10% takes about 3500-4500+ calories a day to maintain.
 
Do you want more mass...how about 6 pounds in the next month?
Then you can take a 2 months and lose 16 pounds of fat!
You will be chiselled for July.
 
The goal simply has to be something YOU want..something you can taste..something you get excited about.

Well i've been throwing around the idea of getting around 200 pds by the end of the summer, and 220 at 10% bf sounds good to me, so maybe i will do that.  However I will need to cut, and I dont want to lose muscle and I dont know how to cut either.  I have a while to learn though because im around 180 atm, maybe even get to 220 at the end of summer, but i want to be 220 at 10% bf so i'de prob have to get to 250 and cut down to 220 (i dont have calipers yet, mom's credit card didnt work)

Nope..those are suppose to be released quickly...unless they are meals...
 
If you only eat a meal 1 hour before and after training...then that meal SHOULD have veggies.  But the BCAA/Protein/carbs before and/or after should not have veggies.

Hey Dan,  just wanted to update you with my nutritional meals and all of what im eating, couldnt have done it without your help! 
 
Meal One: 6:00 AM
4 Eggs with yolk
1 1/2 cup oatmeal
Brocolli
 
Meal Two: 9:00 AM
1 can of tuna
1 1/4 cup brown rice
1/3 cup peanuts
Brocolli
 
Meal Three: Noon
4 oz chicken without bone
1 1/2 cup brown rice
1/4 cup nuts
Broccoli
 
Meal Four: 3 Pm
4 Eggs w/ yolk 1 egg w/o yolk
3 potatoes
Brocolli

Meal Five: 6 PM
Tuna
1/4 cup rice
1/3 cup peanuts
Brocolli

Meal Six: 8 PM
4 eggs w yolk
3 potatoes
Brocolli
 
Can you critique that?  I realize Im eating a lot of eggs, and maybe too much tuna.  Whats the effects of too much Tuna?  I know that for eggs its the high cholestoral.  I've gone from begining @ 170 to now @ 190 pounds.  However, my waist has increased 1.5"

See how far you have come!
 
I would just keep one yolk in each egg grouping (unless you need more fat)
Also I would do without all but a small amount of fresh nuts...(unless you need more fat)
 
Also, if you are gaining..you can also use a fruit in the AM vs the broccoli.
 
Your lower back muscles do get bigger, increasing the waist a bit...but when you cut...some of it goes ....also all the fat..some can store in the liver making the midsection thicker (fatty liver)
 
I am off for a few days...in case I dont get back right away!
