Hello guys and girls, I'm new to the forums and i have alot of questions concerning what type of work out routines i should be doing to achieve the type of body i want.
 
For starters I'm 6.1 150 pounds i have a 4% body fat, i cant gain weight so i made it a personal goal to gain muscle size.  I want more of a cut body, like a Bruce lee type of body.
 
For a work out i do
 
4 sets with 15 reps with DB Presses
4 sets with 15 reps of cable cross overs
4 sets with 15 reps of db pull overs
4 sets with 15 reps of Flys
4 sets with 15 reps of barbell/dumbbell curls
4 sets with 15 reps of push downs
 
All of these are done with light weight, i also do pull ups, sit ups, push ups and alot of running during off days.
 
I use to take body fortress creatine but i never could tell a difference nore did i ever feel any different. I was told cell tech was better but i have no clue as to what is better then what.
 
I have whey protein but i rarely take it

No matter how much i work out i never seem to retain any of the size that i want.
 
I'm very addicted to the gym now and i lust after the body that i have in my mind i work hard to try and tone my body but i feel like I'm missing something. 
 
What else should i be doing?

MORE of a cut body!?  I guess the grass is always greener on the other side!  ;)  I would kill to be as cut as you are now!  Awesome delts, lats, and abs!  Nice guns as well!  Possibly work on chest.  How are the legs?  I have no advice for you except to continue doing what you're doing.  And give ME some advice!  Where's the fire extinguisher?  ;)

I just noticed you have no leg exercises in your routine.  Reason?  What is your diet and how many calories a day?  You may need to cut way down on the running if you want to gain more mass.  You look friggin awesome for an avid runner.  IMO, real food is more the solution for you than worrying about particular supplements.  Check out the Gaining Mass thread by danmirage in Online Training Journals:

Thanks bro. I do squats and leg lifts, but due to my knee problems i rarely do anything heavy. I maxed out at 310 pounds squatting and i just do light weight on leg lifts. I'm 22 years old just turned actually.
 
 And that's another thing, i "try" to consume at least 2000 calories a day but with my job it is really hard to find high calorie foods that are healthy. I have been told to cut down on the running before but when i do i develop a small area of fat over my abs so i try to stay lean.

If you don't gain weight you won't gain muscle.

   I have knee problems as  well due to many many years of running, including a marathon.  I love to run but my joints don't.  :(  I just recommended this to someone else, but do you like to swim?  Very gentle on the knees.  As MVP alluded to, if you want to add significant muscle mass, you might have to not worry so much about a little padding appearing on your belly.  The added muscle mass will help get that back off down the road.  I think your upper body gains are phenomenal considering your caloric intake and level of cardio.   You have a lot of good stuff goin' on!  :)

Gain weight = food

You need to eat, a lot. And without worrying about going above 4%

Muscle cells are fat burning furnaces, the more muscle you have the more you increase the metabolism and demand for energy and with this in mind the quicker and more efficient your body becomes at burning nutrients and therefore you burn fat quicker and more effectively.

The more mass you gain, the more efficient your cuts from this point on will be. As far as your 15 reps, those are geared more towards endurance and make it hard to increase in muscle mass. Doing something like week 1-2 (15 reps), week 3-4 (12 reps), week 5-6 (10 reps), week 7-8 (8 reps), week 9-10 (5 reps), would allow more progressive overload, which is what (compromised with nutrients) muscle grows from.

I would recommend you doing something at the moment like a strict compound (with accessory depended upon preference and genetic requirements) with high calories (if you're doing cardio and gaining mass, you won't gain too much fat).

Something along the lines of this.. antagonistic training.

Day 1- Chest and Back
Day 2- Quads/Hams/Glutes
Day 3- Shoulders/Bi's/Tri's

3 days on/1 day off allows for frequency and progression. A good routine (add and subtract movements depended upon your requirements).

Chest and Back
Flat Bench Press/Barbell Rows
Incline Bench Press/Pullups
Deadlifts/Dips

Quads and Hamstrings
Squat
Stiff-leg deadlift/Lunges
Hamstring Curls/Leg Extensions

Shoulders, Biceps, and Triceps
OH Press
Lateral Raise/Barbell Curl
BO Lateral Raise/Triceps Extension
