Not sure what you ment by areas to improve.. I think you could work on everything to be honest..   Your BF looks 13 - 14% to me, but it's really hard to eye ball someone and be percise.  I don't see that much coming out in your core or alot of seperation between your muscles just one mass.. So I know your not 10% of below.

Judging by those pics (although it's a little hard because of the lighting), I would guess that you work out your arms alot.  They seem disproportionate to the rest of your body.  Could you post your workout routine?

I just started a total new workout 3 weeeks ago with the help of dan.I reailzed my workout was a total disaster in the past and i didnt increase the weights for months and training only at the same weights at only 50% or less of my strength.Until 1 day i came upon sean nelaXXXX web and got inspired.This sentence inspired me"you will always see ur self the same if u dun add weights every once or 2 weeks smth like dat"

I also used to be that extremly fat kid in my younger days which caused me to have some loose skin.

Anyway heres my rountine:(The start of my new BB life i can say)

monday-triceps,abs,back,forearms
50 pushups
latpulldowns-6reps X2sets
deadlifts-8-10reps X3sets
Barbell Rows-10 reps X3sets
Weighted crunches X20 reps X2sets
weight sitps X15reps X2sets
Skullcrushers X20reps X2sets
Tricep dips X15reps X2sets

Tuesday:Cardio

Wed-Chest,Legs,biceps,shoulder
Bench Press 6-8reps X3sets
Incline Bench 8reps X3sets
Military Press 4-6reps X3sets
Shoulder Press 8reps X2 sets
Upright Row 8reps X3sets
Biceps Curl(45 degrees on bench) 6-8 reps X2sets
Barbell Curl biceps 8 reps X2sets
Squats 8 reps X3sets
Lunges 8reps X3sets

Thurs-cardio

Fri-same as mon

sat-cardio or rest

sun-same as wed 

3 weeks have gone and within this period,I managed to upgrade my weights and reps in the training by a reasonable amt.The strength gain after i changed to this workout is extremely noticeable to me.Feel free to help me in my rountine.Btw ,what u guys think about my upper back and the rest?Anygood points?I feel so discouraged....Accompanied with the flaws too of course =D

The workout is a bit disproportional.  The lifts you're doing are good, but the placement of them could be tweaked a little bit.  You only have 3 lower body exercises (squat, deadlift, lunge), and the rest are upper body.  Here's my suggestions:

You can take some of the upper stuff out.  On the second day, take out incline bench and shoulder press, and just alternate them with flat bench and military press from workout to workout.  Take out dips from your triceps day.  If you're going to do them, do them on chest day.  You really should probably switch triceps and biceps to the opposite days, because chest/shoulder esercises work the tri's and back exercises work the bi's.  Make sure deadlifts and squats are at the beginning of their respective workouts.  You want to do your compound lifts first.  Also, if you can do 2 sets of 6 pullups, do them instead of lat pulldown.  Pullups are the far superior exercise.

That's all I can think of right now.  Keep in mind this is my sole opinion and not the way you must do it.  If you like my advice take it.  If not, then that's cool.

Great one there.I love doin pullups but the prob is my gym doesnt ahve a pullup bar!T.T
But the prob is is have small shoulders.They are the hardest muscle to gorw for me as compared to the rest.
Whats ur sugestion?
 
Last thing,Any good points in my physique currently?or their jus crap?

If your gym has a power rack, there should be some sort of bar or attatchment for pullups.  Or, if they have a smith machine you can put the bar on the highest notch and do pullups from there.

Keep working your shoulders on pace with the rest of your body.  Don't attack them any more or less, and they will grow evenly with the rest of your body.

As far as your physique, just keep on bulking.  You have lots of room to grow.
